The Failure of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are fought: optimistic declarations are delivered from various governments. Immense energy is devoted on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capability provided through current data. From observation points, defense planes that had been dispatched to engage hostile guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems activated: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by partner states. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly gives way to sober acceptance: perhaps the hostile projectile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Soon after, a automatic firearm engaged a unmanned aircraft close by, part of a defensive team – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are demonstrably unable to substitute in the immediate future.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, certainly, continue.

Strategic Calculations

It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unrealistic to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's south or east.

The issue is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through words or deeds, from assuming that the situation will not shift further in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a complete military breakdown until situations evolve in its advantage.

Present Conditions

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
